Go to Infantry Brigades and look for 219th, there is a similarity with your mans arm patch which looks like part of a birds head and this one pictured. This brigade had a two year period in early ww2 as a kind of Home Defence.
If you google 219th Infantry Brigade it will give you the regiments attached to this brigade.
This is all assuming that the badge is the correct one.

If this man is serving in the British forces after the early 1920's, your best bet would be to get his service record. https://www.gov.uk/requests-for-personal-data-and-service-records

Could be an ANZAC patch and possibly the cap badge is a new zealand fern
