Need help tracing William Rutter

I found him on the 1901 irish census, which lists his birthplace as England, Devon has been scored out!

In 1911, there is a suggestion that his wife isnt the mother of any of his children.  Does this mean he was married previously in England before he came to N. Ireland?

He would have been born in 1853/54, possibly in Devon and in the 1911 census he is listed as a 'Naval pensioner'. Any help much appreciated.

He says they have been married for 15yrs and no children born to that marriage.  Given that the youngest child is shown as 19 and that all children are surname Rutter, it would suggest a previous marriage

Wife Elizabeth is aged 40 so is 17yrs younger than him.  2 of the crossed out children entries are 29 and 25 respectively - she wouldn't be old enough to be their mother

The 1861 only has one possible entry if we assume that Devon was his birthplace

Administration of the Estate of William Rutter late of 133 Dunluce Avenue, Belfast, Naval Pensioner, who died 15 November 1919, granted at Belfast 21 January 1920 to Elizabeth Rutter, the widow. Effects: £167 1s 2d.

Christopher Rutter buried Dundonald Cemetery- 4 other Rutter burials in same plot (but none female or before 1910)
