A friend's brother died in Victoria

Hi folks
Hoping someone can point me in the right direction please
A friend's estranged brother died in Victoria  (Melbourne?) in 1996. He possibly committed suicide.
She would like to know if it is possible to get a copy of his death cert, any newspaper report and/or coroner's report?
Where would she apply?
I won't mention the name in case it's too recent but can be PMd if it helps

Your friend would need to contact the relevant state government department in Melbourne and apply for a copy of the death certificate.   There are privacy rules for persons who have died in the past 30 years. 

Your friend's status as the legal next of kin would depend, among other things,  on whether the deceased also has any spouse, children, or surviving parents.  I would suggesting calling them and asking,   they should be able to tell her whether they are likely to provide the certificate and what evidence of their relationship she would need to provide.

I should have mentioned we are in NZ and are unsure which Govt Dept and the info required. Is it the same as the UK GRO needing vol and page numbers?

Access is only restricted for 10 years in Victoria.

Excuse me please thetowers, but there's some significantly incorrect information in your post.   

Firstly, each of the jurisdictions in Australia have their own BDM institutions, set up by their own parliaments, and in the instances of the six states, those BDM institutions were well established long before the Federation of the Six Colonies into the Commonwealth of Australia in 1901.   

So each of those jurisdictions have their own restrictions regarding access by the general public to their non historic bdm registrations.    In Victoria, in respect of death registrations that non historic period is the first ten years after the registration.    The non historic period in New South Wales in respect of death registrations is thirty years. 

Secondly, the OP does not state that the friend's status is legal next of kin or that the friend is seeking to be the legal next of kin.  In fact, I cannot see where there is even an inference that the friend is seeking to be considered as next of kin.

Thirdly, I find it odd that anyone would suggest that the OP's friend calls any of the deceased's 'spouse, children or surviving parents' and asks them to tell her if they are likely to provide the certificate and to also ask them what evidence of that sibling relationship they need  (the deceased and the OP's friend are siblings as per the OP's opening post).
