Charles Stuart/Stewart Scott was born in 1864
1891 Living with his brother in Forest Gate
1901 Married and living at the address on the photo.
Cant find him in 1911 also have not found a death so my guess is it would have been around 1900

Not a chance, all young women 18+ may not all be sisters.
