The marriage certificate for George WHYATT and Annie HARRISON should give you the information about his parents which would count him as your George - or not!

Marriage:
Victoria 1899, #831
Geo WHYATT, Annie HARRISON

1903 Electoral roll has
George WHYATT, bootmaker and Annie WHYATT, hd at Deep Lead, district of Grampians

Next entry for same name is 1942 - no-one else of that surname listed in these entries
1942, 1954
George WHYATT, station hand, Murroa, Hamilton

There are some further entries up to 1982 but I guess these are not him!

There are entries for Geroge Alfred WHYATT, electrician and later listed as an engineer  from 1914 onward.  Happy to post but I suspect this is not your man, although possibly related).

DYER - Wilts, London, Somerset, MIDLANE - Hants, Wilts, SONE - Hants, WRIGHT - London, Hants, SEAGER - Deptford, DWYER, FERGUSON - Victoria, MASON - Woodford Vic, BALLARD - South Wales, GOULDBY - Lowestoft

Annie living in unsanitary conditions in Jul 1908

Source of the name BELL.

Horsham Times  4 Aug 1908
NEGLECTED CHILDREN.
For some time past, there have been camped in a tent near the river in Horsham a woman called Whyatt, three boys (aged eleven, nine and two respectively), and a man named William Bell. The condition of the children was not regarded as desirable by the police, so on Thursday last they were arrested, and charged with being neglected children. At the children's court on Friday, Mr. E. Harrison, P.M., to whom the facts were explained, committed the children to the care of the Neglected Children's Department. Sergeant Kennealy, who is on leave of absence for two or three days, took the children to Melbourne on Sunday.

This news item in 1897 is possibly about Annie as they were enrolled to vote in this area in 1903
