Description in 1796 Poll Book

I've been researching the Hagell family who lived in Canterbury from 1742 (according to Ancestry.com family trees) on. Through Ancestry.com I found the name of Wm. (William) Hagell listed with the Unpolled Freeman with a description of "pastry cook, alien." Does "alien" mean anything specific regarding where he was born? No one seems to have any official sources for him before his first marriage in 1771 and there are stories passed down to my Grandmother saying that the family was German.

Thank you,
Deborah
