Help decipher ship manifest

This is my ggrandfather's cousin. That much I can read. I just can't make out the name. Any eyes better than mine are appreciated: Line 3, relative going to visit.

I think it says m...(male)....m...(married....then labourer....agree with Antoni Fromel.

The 18th line down same 'going to visit' column has a clear 'Josef' so it looks like the relative's name begins with 'J' however the 9th line has 'Ignaty' with 'I' first letter in the same hand to compare. Agree that subsequent letters are probably 'wan', so name to me is 'Iwan'. Surname I agree again with Rudolf Lu(o)blov(w)'.

I thought we were supposed to decipher the name that the red arrow is pointing to? ie the cousin of the person who sailed. The person who sailed is Antoni Fromel.

Isn't it his cousin's name which is in question? Still unsure if it starts with an I or a J ...
