Where is 'North Elbow'??

A very kind person has found some of my ancestors in the 1861 census.
However, one person gives his birthplace as "North Elbow".
Can anyone make any sense of this?

Possibly North Elham - near Folkestone.

Yes, Elham is the most likely place I can think of too.
