How sure are you about the date and location? There is a James Pegg Stimpson registered in 1859 in Norfolk.

Is James the son of William & Ann Stimpson living in Marcham 1861 1881?

If so, think you will find that few of their children are recorded on Census with the actual
name registered on Civil Registration.

There would appear to be 2 possible:

Sep 1861
STIMPSON    Richard James        Abingdon    2c  251   

Dec 1861
STIMPSON    Albert William        Abingdon    2c   261

Can you give information about where he is recorded as James P Stimpson.
