Having another look at this one but can't puzzle it out. 

How old was Sarah Jane on the marriage certificate?  Does her age tally with census?

To go from 28 to 40 in 5 years as William does is quite a stretch so still wondering if this is a different William  :-\

Just looking at all my paperwork what I have is this:

Sarah  1891 census DOB 1867 age 24
          1901 census DOB 1868 age 33
          1911 census Deceased March age 44 years DOB 1867
          1896 marriage DOB 1866 age 30
William 1891 census DOB 1863 age 28
           1901 census DOB 1863 age 38
           1911 census DOB 1863 age 48
           1896 marriage DOB 1856 age 48
           1914 died DOB 1861 age 53
Someone advised me to take the legal documents figure which was the marriage certificate, but since got his death certificate. Hop you can understand all this

Thanks for the recap.  So her age is ok just his that leaps about when he gets married.  I might be reading too much into it and it was just a mistake on the certificate but the fact remains he was a widower so there was a previous wife somewhere who he may have had children with.

Who was the informant on his death?

Birth certificates for the two children Ethel and Willard would confirm who their mother was.  William would still be their father when they married but they may have been born before Sarah Jane came on the scene. 

She could be their mother but if so why wouldn't they be married first?  Unless first wife hadn't died yet.

when William died in 1914 his eldest daughter e wills (formerly Elliott) was the informant.
On Ethel birth certificate shows William Elliott as father and Sarah Jane Elliott (formerly Jones) as mother. i suspect that he was still married when he and Sarah had the first 2 children, but who to, is a mystery. Believe she must of died just before they got married.They got married at the register office in Birmingham. I did recall  an earlier marriage certificate of a William and Sarah but shows that he was a draper and his father a john Elliott who was a cattle dealer, didn't follow any further on that one.
Don't have a birth certificate for Willard, know he was born in 1891 and married to a Kathy Edwards in Dec 1919.

Right thanks for that.  So the eldest child belonged to Sarah Jane that's interesting.  Confirms they never had any other children living with them that may have come from a previous marriage.

Couldn't see any marriages in London for William.  He may have married after 1881 and split up before he got together with Sarah Jane and had Ethel.

Finding him in 1881 might help but if he was still single then it wouldn't help find who his first wife was.

Could be an unsolved mystery  :(
