You have that advantage of having the birth certificates and the youngest child's should list all children of the marriage both living and deceased.

There is no marriage in Tasmania on my resource and only the following events were registered in Victoria.

can only presume I am looking for William James Davis as a father for William Albert
both William and Ellen Davis also not found in 1903 electoral roll or later

What is the full information given on the 1872 birth certificate?

I suggest you start by tracing the children - marriages and deaths - and seeing if that leads to a location for William and Ellen.  It's quite common to find elderly parents moving - sometimes quite far from the location you expect them to be - in order to live with a married daughter or similar.

e.g. Albert Julian Davis  died in Brisbane - when did he move to Queensland?  Did he and Frederick Arthur Davis  marry, and if so, when/where?

I am puzzled by your statement.  What is the source of your information that William Albert DAVIS had a father named William James?

Difficult to identify William Albert born c1829 in the death indexes.  So many that could be his death registration.  He is not registered as William Albert.
