wondering where I can get New York City marriage or birth records for the period 1910-1940.  Are any accessible online ?

There is a marriage (& births to 1909) database at either italiangen.org or at germangenealogygroup.com that are searchable.   If you are looking for actual copies of the documents, they aren't available online.

Speaking offline, is it the county libraries that maintain original or paper based records, if any ?

The Municipal Archives of NYC has them http://www.nyc.gov/html/records/html/archives/holdings.shtml

I believe Albany (the State Capital) has them as well, but if ordering copies or sending someone to look up for you, the best place would be NYC Archives.

New York State does not hold vital records for New York City.

There is information on ordering records here - http://www.nyc.gov/html/records/html/archives/geneology.shtml  If price is an issue, you can also order copies at a slightly cheaper rate through the LDS Church or order the microfilm to view at a local Family History Center.
