Mystery document found in Buxton needs translating please!?

Attached is a document dated 24th August 1850 (I think) the problem is the no one knows in what language it is written and therefore what it says?
The sealed letter was found under the floor boards of the Crescent in Buxton, Derbyshire during renovation work and copy was handed to me by my Father in Law to post on this web site.
My request please is can anyone decipher the letter and identify the language in which it is written in?

Very intriguing, but unfortunately I have no idea what language it is  :-\ 
2 words that may give a clue are Januar and August, this link may help narrow it down to which languages use both.

   It looks very like the handwriting in the old German Gothic script.     E.g.   Auss von - using the Gothic 'S'.   My wife is German but alas she cannot read the old script.

Compare letters here - http://genealogy.about.com/od/paleography/ig/old_handwriting/Kurrent.htm   The small 'e' looks like an 'n' in both cases.

Yes I was thinking archaic German too.

Can't make head or tail - though it does look as though Geburts- occurs, so perhaps it attests to the date and place of someone's birth.  The name being (as underlined) [    ] Jonas Mayer/Meyer (or similar)?

I wonder who was at the address in 1851?

I am pretty sure that it says at the bottom...

"fra Magistrat or Magistern Roänberg" meaning "From Magistrate or Teacher or Sir Roänberg".

It could be Danish or Norwegian. I live in Sweden and it is quite similar to the old Swedish style. But I could be wrong. And very hard to read.

If you go to card catalogue on Anc.
1851 census, Derbyshire, Buxton, District 2b, The Crescent starts on page 48

I've had a look for anyone born abroad or with a foreign sounding name, but nothing obvious.  :-\
