Where is Thomas Wellham in 1861 Census

Hello,
       Thomas Wellham/Welham was born in third quarter of 1859, in West Ham. I have been able to find him in 1871 - 1901 census returns, but not 1861. Does anybody know where he was in 1861 census?
       If nobody can find him in 1861, can somebody tell me his parents?

To save us all looking it up, in 1871 he is in West Ham workhouse age 13


Though if born at end of 1859, would actually only be 11 at time of 1871 census, if it is the same person as the birth reg given.

  1861   I think this  is  them  transcribed as WELLAND,   original  looks  like  Wellham ,   but the   'fancy'   ending  of the  'M'   was   presumably   mistook   for a  'd'   by the transcriber

On GR you will find this family indexed as Williams. Search for father George Williams born 1826 keyword West Ham.
