Help to interpret Medal Card Victor Stanley Thomas 1st Monmouthshires

Hello, a newbie here,
I've found the WW1 Medal Card for my grandfather Victor Stanley Thomas, one of the 1st Monmouthshires to survive the war.
I can interpret the medal entitlements, but I do not understand the final comment that looks like
B N N? M ...
but could easily be
13 17 N? M ...

Can anyone recognise the abbreviation or interpret this final comment?

I think it reads BW [British War] & VM [Victory Medal] - then a whole series of codes, dated 8th November 1921 - which probably relate to either the dispatch of those two medals or some other action taken in relation to them.
