Is there a way of obtaining BMD records instead of paying $12 to go through the Canadian Vital Stats Agency?

Depends what you are looking for- can you tell us the providence and a rough idea of date? Each province looks after its own vital records and all have their own rules and restrictions but some old records can be found online (Nova Scotia, for example, has a lovely site where you can view scanned images of many records).
Away sorting out DNA matches... I may be gone for some time many years!

I'm looking for more information on my g grandfather's marriage. His name was Clayton Alexander Robertson (b.24 June 1894) and her name was Jessie Solimko. They married in Winnipeg, Manitoba on 30 June 1921. Any help gratefully received.

Unfortunately Manitoba is quite strict regarding who can apply for "recent" certificates-

Another option, given that you have the date, would be to contact the public library in Winnipeg and ask for a lookup for a newspaper notice. Most libraries have an 'ask a librarian' service.

Otherwise, the  $12 cost is very inexpensive compared to costs for similar records in other provinces. I expect this link is the website you mentioned ordering from? The $30 mentioned in the link posted by aghadowey would be charged if the archives had to search for your record but if it is in the public index, as this record is, anyone can order it and the charge is $12. Detail view will give you an indication of the info you might find on the cert, although there is no guarantee it will all be there.

Be thankful that it is Manitoba you looking for a marriage.
Polarbear is correct saying the $12 is very reasonable. Now if you were searching in Saskatchewan the marriages have not even been started.The fee is I believe is something like $25 for the basic marriage and $50 for the genealogical copy. And then there is British Columbia which now has many of their vital statistic records posted for free.

There are a couple of very extensive family trees in the public tree section of Ancestry for Clayton Alexander Robertson and Jessie Solemko which may provide some of your answers as well as a photo. Have you seen those?
