Any facial reconstruction people out there ?

The more i come across photo's like this the more i wonder how photo's get in this state in the first place...

If anyone can do something with this i would be eternally grateful...,then i think the next stage is to get this over to the military historians to shed more light on it, as there seems to be a 5 digit number on the back 45565 ??? Service number from the late 20's or early 30's maybe, but i'm no expert.

I hope someone can do something with this, as this is the only known photo of this chap
