This looks to be a photograph from the the 1980's (quite recent) we have a rule about not posting about living people...?

yes 1975 - they passed but no the baby - sorry again - geeze  - I thought he can not be identified - but still no huh?

If in doubt PM a restorer.

No rules for a restorer to work on your photo. (In private)

Just rules for RC (to protect RC)

Scan at 300 plus for restores please. Scan at larger dpi for small photos. Don't forget to crop the scanner bed out! (Them's the white bits)

Just for info,

This image will not tolorate a Chirocov FFT, (loss of colour) but use a median filter instead and some Imagenomic noise reduction.
