Hi Boo, I've found a small alien- file in the database of Antwerp, Belgium with info about the John Hedley you are researching, i believe. If you haven't already found this info, otherwise you may ignore my post.
One John Hedley Flowerday °28/07/1875 Durham, England was registered as a "schoolboy" literally translated, or student (écolier in french).
Filedate: 25 september/ 11 Oct. 1887
Parents: Hedley Flowerday, age 45, the place of birth was ignored, address Leindenstone place N°36, London +
Kate Hilda, age 40, place of birth also ignored, address: stays in London (def. not on the same address as Hedley otherwise they would state that).
In this files they ask about Livelihood. My French sucks, but from what i can translate, it states:
the spouses Phillip-Uytenbogaart Robert-Émile who were the subject of a bulletin/ newspaper? of the day, who adopted and provide for his subsistence.
John H.'s last domiciliary was: Amsterdam, Haarlemmer Houttuinen N°17; Netherlands
Address in Antwerp: (in French: Longue rue de l'Equerre N°56, section 2), looked up in Dutch (called in Antwerp today): Lange Winkelhaakstraat N°56.
He arrived 15 Sept. 1887 in Belgium, the same date for Antwerp so he was never in Belgium before.
Legal document delivered: change of residence, delivered in Amsterdam dated 20 Sept. 1887 (he lived there with his parents was scrapped).
The file was dated on 11 Oct.1887, but i think they signed up at the police immigration on 25 Sept. 1887.
Since it was scrapped that he lived with his parents in the Netherlands, i looked into the database from the cityarchive if possible the adoptive parents were NOT Belgian too, if so there must exist an alienfile on their names too. And yess, they were not Belgian and registered too!
Saw only 3 files on surname Uytenbogaa/ert, 2 males and one woman: Anna Catharina (in French Anne Catherine). A look at surname Philipp delivered one with the same firstnames Robert Emile. The Anna Catharina mentioned above has also the same filenumber 481#63103! So this couple must be the adoptive parents.

as i'm reading further and typing at the same time all details fall in place:
apparently all 3 arrived, registered on the same dates in Belgium, lived on the same addresses and they carried the same document from change of residence, delivered in Amsterdam dated 20 Sept. 1887, that proves that they all lived together in the Netherlands and this are indeed and def. the right adoptive parents!
A separate file must have been made because it was known that John Hedley was adopted and had different parents or because his name wasn't legally changed (yet?).
The info in notes in John Hedleys file were probably scrapped because it said 'parents' and not 'adoptive parents'.

So his adoptive- father was German, his -mother Dutch.
The parents from Robert Emile were: Charles Louis Emile, born St-Ulrich, Prussia, died before filedate (25 Sept/11 Oct 1887)+ Emilia, Hennig, born in Holzweissig,also died before the filedate (25 Sept/11 Oct 1887).
Robert Emile was a Pianist and he lived from his incomes. Same previous address: Haarlemmer houttuinnen N°17, Netherlands
Address in Antwerp: (in French: Longue rue de l'Equerre N°56, section 2), in Dutch (called today): Lange Winkelhaakstraat N°56.
No more info than this in both files.
