Yes - it's to prevent abuse by spammers.  Post once more (e.g by replying here) and you'll be in the system

Hi all,

This is my first post and this thread has answered the question I was about to ask. I want to pm somebody who is looking for some information on a family member but there is no option the send a pm.
I am also just starting to trace my family back and have found this site to be really friendly with a great source of info and links. Look forward to spending some time on here

Why don't you post a reply on the topic that is of interest to you. That post will increase your count.
