unknown sailor - navy or merchant?

This sailor is from my family archives, the photo has no name (of course!) and there is no photographer's name either. The fence looks to be an Aussie style however that doesn't mean the uniform is an Aussie one.

I'm looking for a possible date and name of uniform.

and here is the photo that I forgot, silly old man that I am :( I have just noticed that the lanyard (chord over shoulder) has been coloured red on the top of the photo.
