There is an entry in the civil marriage index for a Frederick Williams Carlow registration district Oct-Dec 1913 Vol. 3 page 311 However the three females listed on teh same page are annie Slattery Bridget Mooney and Mary Neill - it maybe that one female was omitted as there are 4 males (including Frederick ) on the same page. May be a possibility. I didn't find any other Frederick Williams that might  be relevant.
I'm curious where is the Arles you refer to ?

You have to search separately for possible brides - checking for matching references. (Some subscription websites allow to view possible matches)
