Alas but the gent isn't British so who knows if the German style of hair and clothing was similar...

However, Hermann Priester had a studio in Hamburg from about 1880 to 1900ish. Just vague internet references to photos, some for sale and some in collections, but I didn't find any hard information about the photographer. Unfortunately Herr Priester seems to have specialized in photographing the waterfront with its sailing ships, and street scenes curiously devoid of people. Don't know how he did it....a city street with buildings in full sunlight and no people. Anyway, his photos are really undateable. By me anyway

So it would seem you have a rarity...a portrait of a human being by Hermann Priester

As for a date...split the difference and call it 1890? Would it fit? It's a decent guess considering the type of photo and shape of the frame.
