tailor of Westminster

My great-great-grandfather's occupation according to his death certificate is a tailor of Westminster.  I do know that his son was a tailor for the House of Lords which makes me wonder if being a tailor of Westminster is a tailor for something to do with the government?  I had assumed when I first read it that he was a tailor "IN" Westminster as in the place.  Has anybody else looked into being a "tailor" as a trade in the 1800's and if there's any lists or information of apprentices or registration?  Any idea if its possible to get information about past employees of the government such as a tailor to make the robes?

My ggg grandfather was also a tailor in Westminster. He was William Mann . Later on his son marriage cert he is down as a "foreman in a cloth warehouse" deceased 1868. I wonder what a cloth warehouse was and whetherdue to poor sight he may have done this job later in life. I know very little about him. I think Westminster was an area where there were loads of tailors and I think the sort of tailoring they did varied . The website on Victorian London does  have information about tailors.

My great grandfather was a tailor at Carlish's American Tailors in Red Lion Square, Fleet Street before the First World War.
