Two Registration districts, Same Census, Same person, Is this correct??

Hi, In 1891 I have William Denby born 1855 Wisbech/Wisbeach Cambridgeshire showing as being at home in Goole as the head of the household with all other family members being correct, I also have him in 1891 showing as being the "mate" (correct occupation) on the vessel "Navarra" in port at Nelson Bay Dock at Rotherhithe, any ideas as to how this could happen?.
His record of time at sea does not show (as far as I can make out) any time on this vessel, was he at home? was he "Working on the side" so to speak but had to be shown on the ships list?
Any ideas welcomed.

Happened all the time!
Even with a modern census (2011, 2001) people get confused and get entered at home AND at work.
Garrad (Suffolk, Essex, Somerset), Crocker (Somerset), Vanstone (Devon, Jersey), Sims (Wiltshire), Bridger (Kent)

My ideas are:
1. The people at home were giving his name as the Head of the household without tell the enumerator that he wasn't actually there
2. The ships captain may have just listed all of the crew whether they were there or not - the captain may have not been English

Goole and Rotherhithe are quite a distance apart aren't they?
Johnson, Crankshaw, Burdett, Shaw, Dawson/Dulson, Whitebread/Whitbread, Drane, Hyett, Holtaway, Thompson, Bodell, Livermore, Gee, Vernon, Smith......the list goes on....and on...and on....

Hi, many thanks to you all for your input, it seems to be more common than I thought.

Lisajj, yes they are apart, he was on the "Home Trade" vessels, coasters etc, the other side of the census form for the ships crew does give the skipper the opportunity to state who was not on board the vessel and he states 2 members were ashore and therefore do not appear on the census return.
I now assume that his wife was the person who made the error.
