How can I clean up old documents and censuses?

Good morning,

I've got Photoshop Elements 8 and can manage to do a simple clean and retouch on old family photos, but have had no luck with cleaning up census pages and documents.  Some have suffered from being badly filmed or digitised, some have faded ink and some have been badly photocopied by record offices.  Photoshop and other online help and/or tutorials seem to only advise on photographs. 

Has anyone found a website or - preferably - a book that gives clear and simple advice on working with documents in Photoshop?

Have you tried cropping so you have just census page then
Enhance.>Adjust lighting>Brightnes/contrast.
usually works for me with census pages, but some are a lot worse than others as you know.

Do a search on Youtube there will no doubt be some videos there to help ..
