Customs Officer

I'm researching a customs officer from Bristol. I used microfilm TNA CUST 39/190 (Register of oaths and certificates of qualification) where I found the George Hamley I was looking for with useful details but am foxed by the number beside his name. In the index it gave George Hamley 23 but this did not relate to any particular page. Then when I found him 5 July 1811 the number by his name was 53 and again this did not appear to related to place, page number or anything that appeared to be chronological. Others on the page were from London and other places including another with the same 53. That number is in the 2nd column i.e. after the date but before his name. The top and bottom of all the pages were very difficult to read.
Has anybody any clues as to what the number might relate to?

If you live near to a port it might be worth going in to the local Customs & Excise office to see what they think. I used to work with them in my former career and they're very approachable!
