You don't say what time period you need the map for. Modern maps, say post 1850, reflect the changes of industrialisation. If you are looking before the 1830s the Phillimore's maps may be what you need.
http://www.parishrecord.org.uk/phillimore.htmTithe maps, usually made around 1840, were very accurate - down to the shape of the privy in the bottom of the garden. These too covered the whole of the country, and always gave the ownership and sometimes the occupier - houses as well as land. The full details can be found in the apportionments that were made at the same time. (Check out your local library or record office.) However, in built up areas, there may be poor correlation with the 1841 census, due to families being on the move to find the cheapest accommodation.
