Possibly going out on a limb, but what about this lot on 1871 in Wilksby in Lincolnshire, piece 3386, folio 70, page 5

James Coxen    27
Elizabeth Coxen    24
Emmela Coxen    5  <<<<<
Charlotte L Coxen    3
Jno A Coxen    7 Months

I spotted a Joseph Coxon, aged 4 grandson in Wildmore, which is near New York, in 1881 and he was born Wilksby

You may have to widen the spelling of Coxon when going backwards.
I will help as this is complicated due to spellings;

James COOKSON Baptised 26 February 1843, St Peter, Wildmore, Lincolnshire
Parents DAVID/ELIZABETH
Fathers Occp Labourer, abode Wilksby
(Source FreeREG)
Siblings;
ELIZA, 21 May 1848
HENRY, 21 May 1848 (may have died as not on 1861 Census)

1861 Census James Coxon c 1842 Wilksby Fen and Robert c 1848 are the Son in Laws (Stepsons) of Richard BRADER and his Wife ELIZABETH

Marriage of Richard/Elizabeth is on FreeBMD Sept 1858

1851 he is under James COOKSTON born c 1844 Wilksby, with Mother Elizabeth and Siblings Elizabeth 1846 and Robert 1848. Elizabeth is Widowed. A Harriett Brady is in the Household also age 15

Marriage of David COOKSON, June 1842, Boston. I'll let you guess Elizabeths maiden name!

Marriage of Emilys Parents;
Marriage FreeBMD;
James COCKSON, June 1865, Boston, 7a 729
Elizabeth DAFT and Elizabeth WELLS on same page

I'm having trouble linking Albert to Sarah Atkin - given he appears to be Emma's brother in law there should be one, for Annie to be vaguely a niece. You say Sarah has taken Annie in by 1891, but I can't find them on the census to make sure which Sarah I'm looking for

Many thanks Trish & Mabel.  I need a large piece of paper and some hours to try to sort out all your info on the Lincs Coxons and Atkins!  One quick point to Mabel - William and Sarah A Atkin are at 9 Sutton Terr Studley St Southcoates in 1891 with Annie [RG12/3923, p26]. I've just noticed that Sarah gives  New York as her birthplace, so there is some tie-up with Emma.  I've tried to find Sarah getting married as Coxon, but without success to date.  More later.
