Help with Coast Guard record

Can anyone help decipher the abbreviations on this document for the following two men.

James Nankivell retired at Lydd Station, 30 Nov. 1866
John Nankivell retired at East Swale Station, 30 June 1868
Lawrence in Canada, US & UK
Nankivell, UK & Canada
Cornish, UK & Canada

I wonder if FL is Fleet List?  Meaning they could be called up as reservists?
