Where does Ellis Nevitt come from?

Just trawling the 1911 census I found an Ellis Nevitt (married to Eunice) living in Staffordshire stated as being born c. 1867 in Penley, Flintshire.  I don't have this person in my tree but as Ellis seems to be a common name within the Nevitt family I am sure he must fit so I thought I would trace his origins.
I can find him in 1901 (as Edis Levitt who gives his birthplace as Shropshire) and 1891 (where he says born Penley but in 1863) living in Staffordshire on both occasions but I cannot trace him before that.
I've tried all the common name variants and checked the birth indexes between 1860 and 1870 but can't find an appropriate Ellis Nevitt.
Is anyone able to find him as a child with his family in either 1871 or 1881, he may of course be in Staffordshire even in 1871, which I hope would provide me with enough information to either fit him into my tree or discount him as part of the family.

Hi look at the Ellis Chesworth aged 19 occ Coal Miner b Penley residing with family in Audley Staffs in 1881 Census Ref RG11/2703/9/13, then go to 1871 and look for a Joseph Nevett 55 b Flintshire with wife Ann 58 b Flintshire in Brook Lane Shropshire you will see possibly the reason Ellis could be a Nevitt? Census Ref RG10/2787/42/16

The Penley Parish Registers I have as transcribed by Clwyd FHS state that he was baptized at Penley 07/12/1862 to parents William and Ellen Nevitt.

Thanks for that in 1881 he is with a William Chesworth 53 b Mange Cheshire and Ellen Elizabeth 53 b Market Drayton, Worcs

Ellis's birth is showing in the Oct/Nov/Dec quarter of 1862 in the Ellesmere District of Shropshire.Volume 6a,Page 665.
