Ancestor not on the 1911 census

Could anyone point me in the right direction I am looking for a James Ernest Mulligan born 1889 in Preston, Lancashire.  He is not on the 1911 census any ideas as to where I may be able to locate him, thanks. :)

I'm sorry, but requests for look-ups in this census are not allowed on RootsChat.

Hi we are not allowed to do look ups but try searching for him in the last place he was living rather then the place he was born the search facility doesnt seem to pick up the birthplace
