Can this picture be coloured?

Can anyone do anything to bring this photograph (from a newspaper cutting) to life?  It was taken in the 60's of my late father and mum.  A good black and white print would be lovely, but a colour picture would be something the family would love.

Just as an aside to what is near perfect, both had blue eyes.  My dad's hair was black, my mother's hair on this picture is about right.  Thanks again.
