This report would suggest that John PROCTOR was Edmund/Edwin/Edward's brother-in-law. Edward LANGLEY born c1816 and Anne LANGLEY born c1821 were obviously siblings.  John PROCTOR had a substantial estate when he died.

Perhaps I have misinterpreted the article.

LAW AND CRIMINAL COURT, INSOLVENCY....

In re Edward Langley, of Littlehampton, labourer an adjourned final hearing. Mr. Bundey for an opposing creditor, and likewise for the Official Assignee. The accountant's report was read as follows:— 'The debts in the schedule amount to £101 2s. There are no assets. Insolvent was farming from May, 1866, to May, 1877, and having lost £125, he sold his farming stock and effects for £117 15s. to Mr. Proctor, his principal creditor. He accounts for having earned £29 7s. 6d. since May. 1867, and has contracted a fresh debt of £5 15s. The insolvent was examined at considerable length by Mr. Bundey, who at the close called evidence in support of charges he intended to bring against him. The learned counsel submitted that as the insolvent had made very unsatisfactory statements the certificate should be suspended. It was evident, he said, that his insolvency bad not arisen from unavoidable losses an 4 misfortunes. His Honor, in giving judgment, said the insolvent had made a very suspicious transfer of all his property to his brother in law. There was no doubt at the time he was hopelessly insolvent. He awarded the insolvent a second class certificate, to be suspended for 12 months, on the ground that he had postponed committing an act of insolvency longer than was excusable.
