Thank you. I cannot find his birth in ireland. He married Mary Ann Oliver in Widnes, 1905. Their daughter, Elsie, was born in Queens Co (Laois), Eire, in 1905. By 1911 back in the Prescot region.

I have the records for Richard Justin, born Dublin 06.12.1868. He married in Dublin 1892.
I think that the clue is that the daughter of Richard & Mary Ann, of Prescot, was born in County Laois.
There were many Justin families in County Laois.
Mary Ann & Richard had 2 more children, in Widnes.

Do you have the marriage certificate for Richard ,then at least you will know his fathers name,

I had hoped to find the County that Richard was born in, so I could request a certificate from GRO. Ireland.
Your suggestion is now my best option

You said he married in Prescot ,and he is from Queens County

in 1901 census of Ireland I do not see that many Justins,
