Tithe Applotment Esquire

I was searching for ancestors in the Tithe Applotment Books in Tipperary and came across the following:

We Henry Rice and Denis Mulcahy Esquires Commissioners Appointed
under the Acts "4 Geo. 4 Chap. 39" and "5 Geo. 4 Chap. 63" to fix Sanction and
Confirm an Agreement entered into between the Parishioners of the Parish
of Temple etny in the Barony of Iffa and Offa East and County of
Tipperary and The Right Honourable Cornelius Lord Viscount Lismore
Lay Impropriator for the Lay Impropriators Tithes thereof Do Certify
that the foregoing Applotment of the Said Tithes is fair, and Correct
and that Said Compositing Commenced on the First day of November One Thousand
Eight Hundred and Twenty five
   Given under our Hands this
   31st day of October 1826
      Henry Rice
      Dennis Mulcahy


I was hoping somebody could provide information about this document so I can get a better understanding in how Denis Mulcahy was involved.  Below is the link to the original document.

This looks like the declaration at the beginning of a section of the book. Henry Rice & Dennis Mulcahy are the signatories to this.

From the 'about' section on the NAI website :

'....The information was collected and the amounts were calculated by two Parochial Commissioners, one of whom was appointed by the cess-payers of the parish and the other by the relevant Diocese of the Church of Ireland.....'

Henry Rice and Dennis Mulcahy seem to be the appointed Commissioners for this area.

Hi Rory,

Agents for Viscount Lismore often included local land agent or such people who had a good working knowledge of the areas they had to "survey" for the tax.

Are you researching Mulcahys in Tipperary?
I would be very interested if you are tracing a Denis.
