According to www.familysearch.org, the banns of James Bell and Janet Saunders were called in both Perth and Kinnoull, Perthshire. The original entries will tell you which of the couple lived in which parish.

Their family Walter (1818), James and Janet (1822) and William (1825) were baptised in Kinnoull.

Try FreeCEN http://www.freecen.org.uk for the census, but be aware that it even the 1841 isn't complete, let alone the later ones.
Never trust anything you find online (especially submitted trees and transcriptions on Ancestry, MyHeritage, FindMyPast and other commercial web sites) unless it's an image of an original document - and even then be wary because errors can and do occur.
