Custom House Officer

Does anyone know where/ if  I can find info on someone who was working as a custon house officer in north wales & possibly Liverpool area approx 1890 -1900. would there  be official records held somewhere ?

The name is Robert Wynne Hughes and is listed as the father on my  GG Grandfathers marriage cert in 1895 ( Also listed  as father on GG uncles MArriage cert 1892 )

any help appreciated as I canot find birth record for GG Gfather or GG uncle and cannot find Robert Wynne Hughes on any census . I am not sure if he existed or was he made up by the boys mother
