This is a CHALLENGE to be sure

This is a pic that was poorly scanned in DIRE need of help.  This gentleman became an Admiral and was placed on the retired list back in 1911...

Please see what you can do to make this photo a bit better.  I know some of you are true miracle workers...thanks a BUNCH
