Unfortunately  your image is only 72 dpi and its not possible to recover any more detail, than the image you have posted. You could try rescanning at a higher DPI ( 300 ).

GUIDE FOR PHOTO RESTORATIONS PLEASE MAKE SURE YOUR SCANNER BED IS CLEAN AND SCAN AT A RESOLUTION OF 300-600 WITH THE SCALE AT 100% MINIMUM.

If you would like a coloured version, details such as hair colour , eyes and clothing etc.  if known  would be helpful to restorers

I've merged your two topics because the photo is the same on each one.

As a scan of a photocopy, almost all the detail of this photo has been lost, so you may not get much of a response from restorers because not a whole lot can be done with the image.

Although there was no info in the photo to bring back, I had a little play and added some shading to get more of a face.  Hope that's helpful.
