Ontario Deaths show - Charlotte Margaret Westley transcribed under  Margaret Westley but has Charlotte on the image. Born 30 May 1857
Death Date: 24 Feb 1931 - Wentworth. Ontario. Aged 74 years
Father Samuel Westley and Mother Anna Norris. Informant Sarah Ann Westley. 73 Cedar Avenue. (sister) Burial Hamilton Cemetery.

Thank you Sandra for looking up so much info for me.  It does appear that they did in fact move to New York then Virginia then Ontario.  Indeed the 1890 Census would have been interesting if it had survived.  Thanks again.
