What happened to orphans in Leamington spa in1895

My great grand farther Frederick Frank parsons was orphaned 1895 aged 3years,  We have no idea what actually happened to him between the census years until he joined the army in 1914 stating his land lady as his next of kin,  Was there a orphanage in Leamington, or would he have gone to the work house? are there any records that might be of help.

I've found Frederick called Fred Parsons on the 1901 census living with a family as a boarder in Kenilworth age 8. Census RG13/2936

The 1911 shows him as a Groom age 18 working for an Army Captain and family in Barford.
