They are ARP,I've just seen another photo with the same insignia which says CD (Civil Defence)

Being in the Civil Defence involved many other tasks rather than just air raid patrol.
They were volunteers but got paid £3 a week I believe.

Would I be right in thinking the air raid wardens would have a whistle on the end of their lanyards?

I've never seen the Homeguard in (french) berets or wearing white lanyards over their shoulders. 
They wore the same style headgear caps worn by the regular army at that time.
