There are two Thomas Whelan's from the RDF listed on the CWGC website - one a Private with the 2nd Batn. and service number 7556 and he died 24 Oct 1914 - no other details mentioned on him.

The other died later in the War on 27 April 1916 and was a Lance Corporal with the 9th Batn. age 40 service number 23969. The record for him mentions that his brother is a Patrick Whelan, of 'Paulwille', Tullow, Co. Carlow.

Not sure what 'Paulwille' refers to - doesn't seem to be the name of a townland - maybe the name of a house or estate ?

Not exactly Baltinglass, but Tullow is only about 17km away...

There was a Paulville house in the townland of Tankardstown just north of Tullow - probably what Paulwille on the CWGC entry referred to.

The other things i know about the family is that they appear on the 1911 census in Carlow.
    The head of house is John Neill stepfather.
                                Margared Neill mother.
                                 Thomas Whelan.
                                 Ellen Whelan.   
                                Margared Whelan.
.......

for reference here's that return for the family in Carlow town :

  Neill/Whelan houshold

John & Margaret married two years - so presumably Margaret and the two children could appear somewhere on the 1901 return - with or with the husband/father..

just to clarify, did your Ellen marry a Michael Donohoe ?

 Thanks for the reply,the T.Whelan i have is private T Whelan service no.7556 died 1914.
The Ellen Whelan does seem to be where Margared Neill is the mother,i wonder is there a way of finding the father to Thomas, Ellen,and Margared Whelan.

Do you have the service record for Thomas already ?

There seems to be a WO363 record for him of about 20 pages. It's probably available on Ancestry or possibly FindMyPast UK

re Margaret - do you know her maiden name ?

There's a possible marriage for her and John Neill that might help - The Index only seems to include one surname for Margaret - but it may be possible to work out her maiden name using details of her father on the cert. Once you have that you could try searching for possible marriages to establish possible father to Ellen etc

  Volume: 3 / Page: 321   

There's a Margaret Whelan with the same references...

You could try for birth certs for the children, but there could be a number of possible matches for each of them - all list Co. Carlow as place of birth

Once again sorry for the slow reply,i don't always log on every day plus i have odd work patterns which also keep me from the p.c.
I do not have the record for Thomas,what you have found looks like in an interesting prospect.My only information on him is his service medal from W.W.1.
As for Margaret i do not know her maiden name,but once again the leads you have provided look well worth looking into.
