Most LDS centres will have some microfilm on hand but it depends where you are. You will probably have to ask them to send away for it. They should have a microfilm reader and possibly something so you can take printouts from the microfilm as well. You cannot, or at least could not when I used them which hasn't been for a few years, remove them from the LDS centre - you need a microfilm reader anyway so there wouldn't be much demand to do so.
The way that I remember it working when I went to the one in Cambridgeshire:
1. there was a UK centre - it might be in Manchester, can't quite recall. Copies of microfilm for a lot of UK records were held there and these were quicker to arrive.
2. for European records, they had to send away to the US for them, and they took up to six weeks to arrive.
The one in the US was the same but just slightly more convenient in terms of postage times.

The online ordering might only be for LDS members; I just turned up, wrote stuff down on one of the little forms, gave them my money and then they called me when it had arrived. There was a limit to how many you could order in one go, and they're staffed by volunteers so opening hours can be quite limited, but they're generally quite helpful.
