If you make another application and you get another refund, it would suggest that there is an error with the GRO index.
In which case send them a complaint form.
https://contact.homeoffice.gov.uk/contact.php?survey=1&pager=3There is a box for refund queries, "if you received a refund and you believe an error has occured"
As long as your application is exactly what the the index says, and I must say you have to look at the image, not rely on a transcription, they will then investigate further.
