I would be surprised if this is not a choir. Time period - 1920???
Southern or Southan [Hereford , Monmouthshire & Glos], Jenkins, Meredith and Morgan [Monmouthshire and Glos.], Murrill, Damary, Damry, Ray, Lawrence [all Middx. & London], Nethway from Kenn or Yatton. Also Riley and Lyons in South Africa and Riley from St. Helena.

I also thought that it could be a choir but the uniform does not look anything like a Welsh male voice choir uniform.
It is a negative of a scan of a brownie type camera negative.
Like the idea of a whistling party!!!

Following on from the suggestion for Surf .... (a very clever spot  8) )

I see the advert is for DAZ, OMO, TIDE, ?, another TIDE, SURF, LUX, PERSIL

To me, this would only suggest Port Sunlight, but I'm too tired to investigate further.  :(

I'd go for Swiss yodellers based on the links posted by sussexbb  :D  You can see Swiss flags on the lapels of the gents in the closeup.
