I think that the fact Emma's husband is an Agent would explain his absences from home.
He is most likely to be found as a lodger in the censuses if he's away due to work commitments.Do the locations his family were living in (& born in) give an indication to the type of agent he was? eg.Railway or Ship's Agent?
