Hi, how would i find williams birth certificate, according to the census it says longtown, cumerland. any help appreciated

When was he born?
If before 1st July 1837 (start of Civil Registration) there won't be a birth certificate!

http://www.freebmd.org.uk/cgi/search.pl
to search for the birth, there doesn't appear to be a William Campbell bn +/- 5yrs 1871 - there is a John William in 1873, and a 'male' in 1869. Is there any possibility that William was registered under a different surname? And is he consistent with his POB on all census?

Sorry On the 1901 census, it says he was born in carlisle.
