From what I know if you can prove lineage from anyone buried in a common grave you can purchase it. If it is shared by unrelated persons the first party to request purchase can do so. You must own a grave to put a headstone on it. It can only be owned by one person (it cannot be shared ownership).
I meant to follow this up with as my OH's gggp's are buried together in a common grave and I investigated this a while ago but left on the long finger. Should get back to that.....
